Pastor Thomas O. Phillips, Sr. was a school administrator and pastor.  As a UAPB alumni, he was committed to serving rural and under served communities. He served in service for 41 years in Arkansas, California, Missouri, and Georgia. He was a staunch advocate for school choice and under served populations. In his legacy today, lies the hope that every human would live a life of equity and power.

Indeed, he believed that every child should have an equitable opportunity to soar at their independent level of learning. With this mantra, PALS-4-Success created an academic model based on his life....a life dedicated to faith, country, and service.  THOMAS O. PHILLIPS (TOP) Academy is dedicated to developing every scholar for a life of posterity. TOP Academy is slated to set precedence for school choice as it raises tomorrow's leaders today!
